What is the Tertiary Education Subsidy (TES)?
The Tertiary Education Subsidy (TES) is a program of RA 10931 (Universal Access to Quality Tertiary Education Act), the former President Rodrigo Roa Duterte signed and executed on August 3, 2017 as part of his Priority Legislative Agenda. The program includes free higher education, free technical and vocational education, and a student loan program.
TES Scholarship Benefits
Following are the benefits of TES Scholarship:
LUCs LGU-run TVIs, SUCs, and TESDA TTIs:
- Up to Php 40,000 per academic year for education related expenses, including rental or purchase of computer, books and supplies, transportation, lodging and board expenses.
Private TVIs and HEIs:
The following benefits are entitled to students enrolled in private HEIs and TVIs (Sections 23 and 24. IRR of RA 10931):
- Up to Php 20,000 per academic year for tuition and other school fees
- Up to Up to Php 40,000 per academic year for education related expenses, including rental or purchase of computer, books and supplies, transportation, lodging and board expenses.
Following is the list of qualifications to apply for TES Scholarship:
- Citizen of the Philippines
- Qualified for admission and retention at your Higher Education Institutions (HEIs) and have not exceeded their Maximum Residency Policy or Maximum Residency Rule (MRR)
- Have not been expelled from any Higher Education Institutions (HEIs)
- Enrolled in any SUCs, CHED-recognized LUCs, or private school programs on the CHED Registry
- Qualified under any future policies implemented by the UniFAST Board.

Documentary Requirements
Following are the requirements to apply for TES Scholarship 2023:
- Assessment of Fees
- Certification of Registration or Enrollment
- Certificate of Residency (if applicable)
- Photocopy of PWD ID (if applicable)
Who is Eligible for TES
Following is the eligibility criteria an applicant must fulfil to apply for TES Scholarship:
- Current TES grantees and ESGPPA beneficiaries
- Listahan 2.0 students from the DSWD-National Household Targeting Office, ranked by estimated per capital household income
- Students not enrolled in Listahan 2.0 and ranked according to projected per capital household income based on UniFAST Board-required proof of income documents
Such prioritization can not apply to Filipino students living in cities or municipalities that do not have an SUC or LUC campus

How to apply for TES Scholarship
Here is a step-by-step application process to apply for TES Scholarhip:
- After enrolling, talk with your school’s TES Focal Person regarding the TES Portal application process.
- The TES Focal Person will enter the TES applicants information into the TES Portal.
- UniFAST will conduct a Nationwide Assessment (name-matching, verification, validation, and ranking) using school data.
- Your HEI’s TES Portal can view the resulting list of qualified grantees.
- If your name is on the list of qualified grantees, the school will notify you; you will then be able to submit your Documentary Requirements.
- Your Certified Documentary Requirements will be sent to the CHED Regional Offices for verification and confirmation.
- The UniFAST Board will approve the Masterlist of qualified grantees after verification, which will be distributed to the schools.
- The funds will be given to the TES beneficiaries by the school.
Are there any additional benefits for TES beneficiaries in a program that requires a professional license or certification
Yes. Students enrolled in programs that require a professional license or certification will be awarded up to Php 10,000 to cover the one-time cost of receiving the first professional credentials or qualifications, which includes notarial fees, review classes fees, insurance premium fees, and documentation fees. (RA 10931) Section 23-e IRR.
