Cavite State University Provincial Scholarship Program 2026: Requirements, ID Rules, and an 11-Day Plan

If you’re a Cavite State University student and you live in Cavite, the Provincial Scholarship Program (PSP) is open until October 21, 2026. As I write this, that’s 11 days away. I read through CvSU’s scholarship announcement, and in this post I explain the requirements, the small rules that can get your papers rejected, and how to use your time.

Who can apply
The announcement lists two conditions:
- You’re a CvSU student
- You’re a resident of Cavite
That’s all it says about eligibility. It doesn’t mention a minimum grade, an income limit, or a year level, so the requirements below are the only things I can confirm.
Where and how to apply
You don’t apply online. According to the announcement, you:
- Get your PSP Application Form
- Gather all the requirements
- Submit everything to your respective Student Council Office
“Respective” means the council for your own college or campus. If you’re not sure which office that is, ask a classmate or your student council officers.
Requirements
Everyone:
- PSP Application Form
- Your personal letter addressed to Gov. Francisco Gabriel “Abeng” D. Remulla
- Original Registration Form or Virtual Registration Form (1st Semester, AY 2026-2027)
- Original Barangay Clearance or Barangay Indigency (details below)
- Photocopy of your school ID, or a valid government-issued ID with 3 specimen signatures
Old students also need:
- Original COG (certificate of grades) for the 2nd semester of 2025-2026
1st year students also need:
- Photocopy of your Grade 12 report card or Form 137 (front and back)
The barangay document
This is the one most likely to cause trouble, so read the rules carefully. The announcement says it must be:
- Original
- Under your name, the student’s, not your parent’s
- For educational assistance or scholarship purpose
- Signed by the Barangay Captain
- Stamped with the dry seal
- Signed by you, if applicable
Check the paper before you leave the barangay hall. If it’s missing the purpose, the captain’s signature, or the dry seal, go back right away.
The ID rules
- Your photocopied ID needs 3 specimen signatures.
- Voter’s ID, NBI clearance, and police clearance are not allowed.
- 1st year students who have no valid ID can use their Grade 12 ID.
Who should not apply
Save your time if any of these is true:
- You’re not a CvSU student
- You don’t live in Cavite
- You can’t get the original documents before October 21
If you’re not sure whether your address counts as a Cavite residence, ask the Student Council Office before you pay for documents.
A letter to Gov. Remulla
The announcement asks for a personal letter but doesn’t give a format. Here’s a short example you can adjust. This is my suggestion, not an official template, so ask your Student Council Office if they want it a certain way.

Write it in your own words and keep it true. Don’t copy someone else’s letter, because the people reading it will notice.

An 11-day plan
October 10 is a Saturday and October 21 is a Wednesday, so watch for days when offices may be closed. I don’t know the Student Council Office’s hours, so ask them.
October 10-12: Get the slow things started
- Get the PSP Application Form from your Student Council Office
- Ask your barangay for the clearance or indigency certificate (with the right purpose, your name, captain’s signature, and dry seal)
- Old students: request your COG for the 2nd semester of 2025-2026. 1st year students: get your Grade 12 report card or Form 137 copied front and back
October 13-14: Collect the rest
- Get your registration form for 1st Semester, AY 2026-2027
- Photocopy your ID and sign it 3 times
- Write your letter
October 15: Check everything
- Go through the list line by line
- Compare names and spelling on every paper
October 16: Submit
- Hand in your complete set to your Student Council Office, a few days before the deadline
October 17-21: Backup days
- Use these only to fix problems, not to start
Mistakes to avoid
- Waiting until October 20 or 21. The barangay document alone can take a few days.
- Photocopying papers that need to be original. The registration form, COG, and barangay document must be originals.
- A barangay clearance under your parent’s name. It has to be under yours.
- Using a voter’s ID, NBI clearance, or police clearance. They’re not allowed.
- Skipping the 3 specimen signatures. Sign the ID photocopy clearly.
- Handing in an incomplete set. Get your Student Council Office to check it with you when you submit.
What the announcement doesn’t say
- The amount or kind of support
- How often the support is released
- Minimum grade or income requirements, if any
- How and when results are announced
- Whether the scholarship covers more than one semester
So I can’t tell you how much it’s worth. Be careful with any site that gives a number without a source.
FAQ
Is Cavite State University free tuition?
The announcement doesn’t say anything about tuition. In general, Philippine law (RA 10931) gives qualified students free tuition in state universities, but the PSP is a separate scholarship. Ask CvSU how the two work together.
Is there an entrance exam for this scholarship?
The announcement doesn’t mention one. It only lists documents, and you submit them to the Student Council Office.
Can I apply if I live outside Cavite?
The announcement says Cavite residents only.
Do I need the original documents?
Yes, for the registration form, the COG (old students), and the barangay document. The ID and the Grade 12 papers can be photocopies.
Can I use my voter’s ID?
No. Voter’s ID, NBI clearance, and police clearance are not allowed.
Where do I submit?
At your respective Student Council Office.
